Electoral Commission wants your views on registration standards

The Electoral Commission has today launched a consultation, seeking your views on standards for electoral registration.
The consultation paper outlines a draft set of 12 performance standards to evaluate the delivery of electoral registration services across Great Britain. The draft standards cover such areas as:
- Completeness and accuracy of the register
- Accurate absent vote records and lists
- Integrity of the register
- Supply and security of the register and absent voter lists
- Participation and awareness
- Planning and organisation
The launch of the consultation document represents the final stage of the Commission's work to develop performance standards for electoral registration. These standards will help the Commission to assess the quality of electoral administration across Great Britain.
Tom Hawthorn, Head of Performance Standards at the Electoral Commission, said: "A complete and accurate electoral register is part of the foundation for effective elections and vital in ensuring public confidence in the process. Electoral Registration Officers play an essential role in our democracy and these standards will help them to share best practice across the UK and for support and resources to be targeted where they are needed most.
"The more feedback we get from stakeholders, the more we can ensure that the standards are meaningful, appropriate and take account of the challenges faced by different local authorities."
The consultation will last for 12 weeks and responses should be submitted by Friday 20 June 2008. The Commission will review the responses and publish the full performance standards for EROs in July 2008, in time for the annual canvass.

Notes to editors:
1. The Electoral Commission is an independent body set up by the UK Parliament. Our aim is integrity and public confidence in the UKs democratic process. We regulate party and election finance and set standards for well-run elections.
2. The Electoral Administration Act 2006 gives the Commission powers to set and monitor performance standards for electoral services. It also allows the Commission to collect information on the costs of electoral services from Electoral Registration Officers, Returning Officers and Referendum Counting Officers.
3. Indicators for Electoral Registration Officers were published on 10 September 2007 and the Commission has been collecting data against those indicators and aims to publish the information in the coming weeks.
4. The Commission has consulted on electoral event indicators in autumn 2007 and will undertake the first data collection at the scheduled May 2008 elections, before consulting formally on draft standards in the autumn of 2008.

6. In September 2007 the Commission undertook a performance survey of Electoral Registration Officers after extensive consultation and piloting with stakeholders. The Commission has now received data returns against this survey from 403 of 407 EROs in England, Scotland and Wales and will be publishing this information in the coming weeks. The information has been used to help develop the draft standards that are included in this consultation paper.
7. Performance standards do not apply in Northern Ireland, or to local government elections in Scotland.
